Why does carbon dioxide absorb only certain frequencies of infrared in the atmosphere?

The frequencies it absorbs depend on the bond energy. The bonds present are C=O bonds, which have a certain energy. If an impinging photon has this energy, or close to it, it will cause the bond to vibrate more strongly, and thus is absorbed.
Rotation does not occur in CO2, because double bonds can’t rotate.
